ISO 16128: Natural-Origin Indices and Formulation Calculations

ISO 16128 provides a framework for natural and organic content calculations in cosmetic ingredients and products. Explain each result alongside the definitions and inputs used.

Questions for your situation

Are the natural index and natural-origin index the same?

The ingredient categories and calculation approaches have different meanings. State which definition the value represents. A result from one column should not be presented as the percentage supporting another claim. Keep manufacturing information and the method's basis traceable in the calculation file.

Can an index be assigned from the INCI name when the supplier provides no value?

Do not invent a precise index without sufficient source and processing information. Obtain necessary raw material data and support classification technically. The same INCI name from different origins may need different assessment. Keep uncertainty visible as a gap to resolve in the calculation.

When can treating a raw material blend as one ingredient cause problems?

Understand what the declared blend index covers. Omitting carriers, preservatives or other constituents can distort the result. Match supplier information to the proportion used in the formula. Record the approach and supporting basis so another reviewer can reproduce the reasoning.

Can any natural claim be used on the label if the calculated percentage is correct?

ISO 16128 does not govern every communication and label claim. Assess applicable legislation and any private programme conditions in addition to the calculation. Human or environmental safety is not established by this result. The wording should accurately describe the calculated characteristic and its limitations.

Must the calculation be updated after a small formulation revision?

Check effects of changed proportions or ingredient indices. Update the calculation for the relevant formula version while retaining verified unchanged inputs. Reassess data if ingredient origin also changes. A small percentage adjustment does not automatically leave a claim or programme threshold unaffected.

What should be done when a calculation error affects labels on earlier batches?

Identify the formula versions and periods involved. Compare corrected results with published claims and plan necessary technical and commercial corrections. Fixing the current file does not establish the status of earlier packaging. Improve formula controls, data approval and revision tracking to prevent recurrence.

How should a brand owner request formula calculations from a contract manufacturer?

Define the formula version, proportions and supporting basis for indices clearly. Where confidentiality matters, arrange controlled access or authorised technical review. A statement that a product contains natural ingredients is not enough to verify the calculation. The brand must know which product and formulation support its published claim.
