QRS impartiality policy KEK.04: conflicts of interest, independent certification decisions and separation from consultancy.
QRS’s Impartiality Policy KEK.04, revision 02 dated 6 February 2026, records management’s commitment to independent, objective certification. Decisions must be free from commercial, financial, administrative or other external pressure. This page summarises that published policy; the original Turkish PDF is the controlled source.
The policy requires regular identification, analysis and assessment of impartiality threats. A potential conflict is reviewed before processing an application; certification services are not provided where a conflict is identified. Auditors, technical experts and decision-makers must declare relevant commercial, financial or other client relationships before assignment.
Personnel who perform the audit must be independent of those who make the certification decision. The policy also prohibits linking auditors’ or decision-makers’ remuneration to their decisions. An application, payment or completed audit does not in itself determine a favourable certification result.
KEK.04 commits the certification organisation not to establish, develop, implement or maintain a client’s management system and not to give directions amounting to consultancy. Training or any related service must be assessed for conflicts before a certification assignment. Commercial coordination cannot replace this impartiality requirement.
Identify the client or application, the people or relationship involved and supporting facts when raising a concern. Use the appeals and complaints route for a certification decision or service complaint. Consult KEK.04 for the policy and PR.03 for the published handling procedure.
