UTO national technical approval: define the product and the evidence question

Prepare a construction product’s national technical approval route from its actual specification gap, supplied scope and relevant evidence. QRS organises preparation; the competent appointed body decides approval.

Discuss your scope

Define the marketed product before assuming UTO

Identify the product supplied for permanent incorporation into construction works, its intended use, configuration and claimed characteristics. Compare the applicable specifications and the national G or construction-product CE route. UTO is national technical approval; an unusual design or trade name alone does not show that the product lacks a relevant standard.

Where a genuine specification gap is identified, discuss the national assessment basis with a competent technical approval body appointed for the actual role and product area. Confirm what the body will assess before ordering evidence. Approval does not itself permit every building installation or convert a national document into a European assessment. Applicable conformity and marking tasks must be established separately.

An insulation result is not a whole-roof performance result

Conditional example: a supplier offers a roof kit with insulation, facing and fasteners, but presents only the insulation’s reaction-to-fire report to support a claim of fire resistance for the complete roof. These are different evidence questions. Identify the actual claimed characteristic, supplied assembly and report conditions rather than renaming a component result as system performance.

If that claim is relevant to the confirmed assessment basis, ask the competent body what evidence demonstrates it for the actual roof configuration. Preserve the original report’s product, method and characteristic. Map applicable assembly evidence and any gaps without inventing test results or a universal required fire-test programme. Changing a facing or fastening arrangement may require a real applicability decision.

Preparation, technical approval and later conformity have different owners

QRS can organise specification comparisons, a requirement-to-evidence map and responses to agreed technical questions. The applicant supplies truthful configuration and manufacturing information and implements required controls. Laboratories perform the agreed testing and report their actual results; the competent appointed technical approval body judges evidence and decides the national approval within its scope.

Check the Ministry’s current appointment information for the relevant role and product area; consultancy, accreditation or a laboratory logo alone is not that appointment. The national system assigns conformity tasks to the manufacturer and, where required, a conformity-assessment body. Agree actual preparation outputs, external work and dependencies without assuming QRS issues UTO, guarantees success, or holds any particular product accreditation.
