Reviewers need to identify which model and requirement each piece of evidence addresses. Report authenticity, technical coverage and the issuing party's role must be considered together.
Explain the relationship between manufacturer, brand owner, importer and applicant first. Document the reason for the name difference and the technical connection between the reported and submitted products. Acceptance depends on legislation and scheme rules, rather than name similarity or difference alone.
Distinguish a commercial renaming from a technical variant. Verify identity through drawings, component lists, serial or batch information and sample descriptions. Changing a report cover without justification may wrongly assign another product's test results to the submitted product.
Check document type, legislation, module and issuer. Test reports, voluntary assessments, EU declarations of conformity and required body-issued certificates serve different purposes. Where relevant, compare product and task coverage with the notified body's official designation record.
Assess the new function's effects on applicable legislation, electromagnetic behaviour, safety and use conditions. The module's report may help, but may not establish conformity of the integrated final product. Record antenna, power supply, software and mounting differences in the change file.
Each product's legislation determines intended-purpose coverage, exclusions and assessment routes. A shared application form does not create identical technical assessment. Define the product accurately and examine category, risk, module and body responsibilities under its specific legislation.
Review product type, intended use, technical basis and declared characteristics together. Factory production control records support assessment of production consistency. Establish the applicable assessment system for EN 1090, aggregates or other construction products on a product-specific basis.
Personnel qualifications are one element. Procedures, material traceability, coordination, equipment, inspections and nonconformity records also need review according to the activity. Match each personnel certificate's process, material, method and validity to actual work rather than relying on one document for all manufacturing conformity.
Specify the exact document and requesting party. Public authorities, standards bodies, technical assessment bodies and advisers have distinct roles. A provider cannot claim issuance authority without the relevant authorisation. Clarify which institution completes the process and the boundaries of QRS's offered service before applying.
A fictional application supplies one report for three models. Review reveals that one uses a different power supply and wireless module. Assessment connects sample identity, technical differences and applicable requirements instead of counting PDFs. Any additional evidence requested and the responsible party are recorded in writing.
