The Commission’s voluntary EOTA route involves a competent Technical Assessment Body and an applicable EAD; a new name or unusual assembly alone does not establish eligibility.
Discuss the product area and actual assessment basis with the TAB. Current CPR conditions distinguish EAD citation and mandatory performance coverage, including transition from the outgoing regime. Identify missing scope decisions before ordering a package of tests. QRS preparation is separate from the manufacturer’s official request and the TAB’s assessment and issuance.
Conditional example: a manufacturer supplies a roof kit with membrane, adhesive and substrate interface, but presents only the membrane supplier’s report for a mechanically fixed configuration. The offered kit is bonded. Compare actual product boundary, fixing method and claimed characteristics instead of assuming that the common membrane makes the complete assembly equivalent.
Give the TAB the real kit description, installation conditions and original evidence. Confirm which methods and results are relevant and what further work is needed. Do not rewrite “mechanically fixed” as “bonded” in a supplier report or invent performance values. The example does not identify a particular EAD or prescribe a universal roof test programme.
