Export technical-file review: match evidence to the destination

Provide actual manufacturer, destination, importer, product purpose, models, revisions, production sites and existing reports, declarations, labels and instructions.

Discuss your scope

A technical file is not a universal export certificate

Establish the applicable market route before reviewing completeness. An EU CE file, Gulf assessment or Nigerian shipment document answers a different regulatory question.

Build a requirement-to-evidence table with document version, tested configuration, responsible actor and unresolved gap. Compare drawings/materials/software with reports and supplied labels. Distinguish documentary consistency from technical adequacy, testing and the competent body’s acceptance; a tidy folder does not prove an untested variant conforming.

Record the gap and the actual next work

Conditional case: an export invoice lists a new model but the electrical report and declaration name its predecessor. Ask for the design comparison and basis for evidence reuse; route unsupported changes to competent technical review or testing. Never rename the old report, invent a successful result or issue blanket permission for all markets.

QRS can consider an agreed product-document review within actual competence, recording scope, findings and responsible next actors. The work does not offer management-system consultancy or statutory market approval. Manufacturer, laboratory, required assessment body and customs retain their own duties; missing data or an unresolved route prevents a favourable conclusion.

Agree what the reviewer must deliver

Define the product revision, destination and applicable rules in the engagement. The output should identify the records examined, their versions, the requirement-to-evidence mapping, inconsistencies and open actions. Record who can resolve each gap. A missing test, unsupported model extension or absent declaration cannot be converted into compliance by arranging the folder.

Keep access, updates and quotation boundaries explicit

Start with a non-confidential product and market summary; send sensitive designs through agreed channels after scope is settled. Quote separately for model variants, languages, technical evaluation and additional testing. Keep the file linked to the shipped revision and applicable retention duties. Documentary review does not replace the manufacturer’s responsibilities, an import decision or a required independent assessment.

Questions before commissioning work

Can one technical file cover every export market?

No. Some evidence may be reusable, but applicable rules, responsible operators, declarations and assessment routes must be mapped separately for each destination.

What if the tested model differs from the invoice?

Record the difference and request the design comparison and justified evidence coverage. Keep the item open until competent review or additional testing resolves it; do not rename the report.
