Discuss your scopeConfirm whether the actual goods are SONCAP-regulated and whether any exception or import-permit route applies. Local manufacture under MANCAP and other regulators’ product controls are separate questions; do not infer exemption from an exporter’s statement.
Determine the applicable product-certificate route and its evidence with a currently competent SON-listed assessment firm. Reconcile the Product Certificate, Certificate of Conformity, SONCAP Certificate and actual consignment through the current official process. A product certificate alone is not the shipment’s customs clearance document; check identities, scope and status before dispatch.
SON’s notice published on 31 March 2026 distinguishes two operations. Offshore partners continue generating SONCAP Product and Shipment Certificates on the SON portal; activation for Form M, PAAR and cargo clearance takes place on the National Single Window (NSW). Import-permit and SONCAP-default applications follow the NSW route stated in that notice. A generated PDF does not itself demonstrate activation. Match the importer’s identity, actual consignment and certificate reference, and resolve the applicable platform step before relying on the document.
For example, if the correct shipment certificate exists but the importer’s NSW profile or activation reference differs, check the discrepancy with the responsible importer and official channel. Keep the actual generation and activation records separately. Do not substitute an older consignment’s reference, infer that every SON procedure has moved to NSW, or treat the migration’s clearance-time objective as a guaranteed release date.
Conditional case: the packing list adds a model not covered by the product evidence, while the importer relies on an older shipment certificate. Compare model, quantities, reports and shipment references; obtain the required assessment and corrected documents. No invented inspection, retrospective approval or guaranteed port release closes the gap.
Send QRS the product/model list, destination, existing reports, shipment references and the specific activity requested. Before any acceptance, the responsible legal entity, actual authority, permitted task and possible conflicts must be checked. A scoped comparison of existing technical records does not transfer the assessment firm’s, SON’s or customs’ decisions. This guide establishes no SONCAP appointment, laboratory accreditation or permission; any concrete offer needs its own verified scope.

For a SONCAP enquiry, identify the consignment, models, importer and unresolved certificate or activation step. State the requested technical-record comparison so the responsible entity can check authority, scope and conflicts before accepting any work.
